On October 14, Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council, stated that after a thorough investigation into the submissions regarding pro-independence figures from the public, the office has decided to impose sanctions on Shen Boyang, Tsao Hsing-cheng, and the “Black Bear Academy.”
According to the findings, “Black Bear Academy,” supported by the Democratic Progressive Party and external forces, has openly been fostering “violent pro-independence elements” under the guise of workshops, training sessions, outdoor drills, and even family activities. It operates as a blatant base for pro-independence activities.
Shen Boyang, as the person in charge of “Black Bear Academy,” has systematically engaged in actions promoting Taiwan independence, spreading divisive ideologies, and aggressively marketing pro-independence views, particularly to Taiwanese youth. He has been sowing the seeds of violence and conflict across the Taiwan Strait.
Tsao Hsing-cheng has provided substantial funding for the academy’s secessionist activities, fervently advocating for armed resistance to reunification and investing in the production of films centered on pro-independence themes. His efforts contribute to the spread of anti-China sentiment and the toxic mindset of seeking independence.
Both Shen and Tsao persistently promote divisive ideologies and engage in openly provocative actions, aiming to sever national unity. Their behavior poses a grave threat to peace and stability in the Taiwan Strait and undermines the shared interests of people on both sides, as well as the fundamental interests of the Chinese nation.
Chen Binhua announced that the mainland has decided to categorize Shen Boyang and Tsao Hsing-cheng as stubborn advocates of Taiwan independence and will implement sanctions against them and the “Black Bear Academy.” This includes barring Shen, Tsao, and their families from entering mainland China and the Special Administrative Regions of Hong Kong and Macau. Additionally, collaborations between the “Black Bear Academy,” Shen, Tsao, and related organizations with mainland entities will be restricted, and their affiliates will be prohibited from profiting in mainland China.
He emphasized that China will take all necessary punitive measures in accordance with regulations concerning the legal punishment of pro-independence figures and their acts of incitement. There will be lifetime accountability for these actions.
Chen firmly stated that any pro-independence elements and bases engaged in severe rhetoric and activities will not be tolerated and that the mainland will respond decisively. He encouraged the public, especially those in Taiwan, to continue providing information regarding the activities of “Black Bear Academy,” Shen Boyang, and Tsao Hsing-cheng.
Chen concluded by noting that in the context of national rejuvenation and reunification, pro-independence individuals will ultimately face severe consequences for their actions. He urged Taiwanese citizens to recognize the extreme dangers posed by pro-independence movements and to distance themselves from figures like Shen Boyang and Tsao Hsing-cheng. He called for a united effort with mainland compatriots to foster cross-strait exchanges, cooperation, and development while safeguarding the collective interests of the Chinese nation and ensuring a brighter future for people across the strait.
