On October 23, 2024, the Intermediate People’s Court of Hengshui City in Hebei Province publicly announced its verdict in the bribery case of Jiang Zhigang, the former deputy secretary of the Ningxia Hui Autonomous Region Committee and former mayor of Yinchuan. The court sentenced Jiang to 15 years in prison for accepting bribes, along with a fine of 5 million yuan. Additionally, it ordered the confiscation of his illegal gains and any associated benefits, which will be turned over to the state treasury.
The court’s investigation revealed that from 2003 to 2023, Jiang Zhigang exploited his positions—such as vice director and director of the Management Bureau under the State-owned Assets Supervision and Administration Commission, a member of the Party Committee and deputy director of the same commission, a member of the Beijing Municipal Committee, and several other high-ranking roles—to facilitate assistance for individuals and entities seeking distributor qualifications, bidding contracts, and business partnerships. In total, he illegally accepted bribes amounting to over 79.98 million yuan.
The court characterized Jiang’s actions as a grave violation of bribery laws, noting the exceptionally large sum involved. However, considering that Jiang turned himself in, reported others for their criminal activities, and was truthful in his confessions—all of which were confirmed by the investigation—the court recognized these mitigating factors. It took into account his remorse, efforts to return the illicit gains, and the fact that all stolen funds and materials had been recovered. As a result, the court decided to impose a lighter sentence.
