Over the next three days, attention will be focused on the continued heavy rainfall in Hainan Island and the potential for secondary disasters. The future movements of Typhoon “Koni,” as well as its effects on wind and rain in the southeastern maritime regions of China, are also important. Additionally, the rain and snow in northern and western Xinjiang could impact transportation and agricultural production.

The dual typhoon situation is expected to bring strong winds and rain to eastern and southern coastal areas. This morning, at 5 AM, the center of the tropical depression “Tammei” was located in Quang Nam Province, Vietnam. It is expected that “Tammei” will remain near the central coast and offshore. Between 8 AM today and 8 AM tomorrow, winds in the northern and central-western South China Sea, as well as along the coasts of Guangdong, Guangxi, and Hainan Island, will reach strengths of 6-7, with gusts of 8-9. Particularly in the southern part of the Gulf of Tonkin, winds could escalate to level 8, with gusts reaching 9-10. Heavy rain is anticipated on the Leizhou Peninsula, while most areas of Hainan Island may face severe downpours, with localized extreme rainfall.

Typhoon “Koni,” identified as the 21st typhoon of the year, intensified from a tropical storm to a strong tropical storm early today. At 5 AM, its center was located approximately 1,180 kilometers southeast of Hualien City in Taiwan, featuring maximum winds of level 10 (25 meters/second) and a minimum central pressure of 985 hPa. The storm is expected to move northwest at a speed of 10-15 kilometers per hour, gradually intensifying and possibly reaching strong typhoon or super typhoon strength (48-55 meters/second, levels 15-16). It may approach the eastern coast of Taiwan, making landfall in the central or northern regions around October 31, and later traverse through the Taiwan Strait, turning northeast and potentially affecting the coasts of Zhejiang and Fujian with a gradual decrease in intensity. Between 8 AM on October 29 and 8 AM on October 30, strong winds of levels 7-8 with gusts of 9-10 are expected in the East China Sea, the Taiwan Strait, and nearby waters. Notably, winds in the Taiwan Strait may reach level 9 with gusts reaching level 10. A blue alert for strong winds remains in effect as of 6 AM today.

Looking ahead at the weather forecast for the next three days:
– From 8 AM on October 28 to 8 AM on October 29, light snow or rain mixed with snow is anticipated in parts of northeastern Inner Mongolia and northern and southwestern Xinjiang. Heavy rainfall is expected in southern China, particularly on Hainan Island, where some areas may receive 100-200 millimeters of rain, classified as heavy or torrential.
– From 8 AM on October 29 to 8 AM on October 30, light snow or rain mixed with snow will continue in parts of western Heilongjiang and northern and southern Xinjiang. In Hainan Island, some areas may experience downpours classified as heavy or torrential, with localized extreme rainfall of 250-300 millimeters.
– From 8 AM on October 30 to 8 AM on October 31, light snow or rain mixed with snow may be observed in northeastern and central Inner Mongolia, northern Xinjiang, and areas along the Tianshan Mountains. Moderate to heavy rain is forecasted for parts of the eastern Northwest Region, Hainan Island, and most of Taiwan, with severe downpours in southeastern Hainan and eastern Taiwan, potentially reaching 100-200 millimeters. Additionally, winds of levels 4-6 could occur in parts of western Tibet and western Qinghai.
